Make will re-make libraries in the source tree unnecessarily.
This type of behaviour is also observed when building some third
party source (binutils-2.8.1 comes to mind). With binutils,
gmake does things "properly".

Type the following:
% cd /usr/src/usr.sbin/ypserv/common
% make
% make
% make
and observe:
