	one critical line which includes the guts of config :-)
	i.e. include(`../m4/cf.m4')

>How-To-Repeat:
    cd /usr/share/sendmail/cf ; make clientproto.cf
    examine clientproto.cf and notice that it is the same
    as clientproto.mc, with the comments elided. Hmm.
>Fix:
    Just replace the contents of the file with
    these four lines :-) which fixes the OSTYPE line too.
