The source tree for the NetBSD games contains some useless files:

sail/:file, sail/:scene, sail/:ship, sail/:specs appear entirely
unused and can be removed.

atc/games/ATC_scores is a score file from someone's system; the only
use of it is that the Makefile installs it along with the games that
can be played.  I suggest there is no point in such installation, and
it should be removed from the distribution and the reference in the
Makefile removed.
