AFAIK, almost all CD-ROMs are cd0a.  Other device drivers don't, as far as I
know, support CD-ROM disklabelling; if they did, it should be partition `a',
not `c'.

Looking at the pmax stuff, this is not a sysinst problem, rather a pmax
problem -- it appears that some implementation sof SCSI use an "oldscsibus"
which does not support CD-ROMs.

Try `cd0a'.  If that does not work, you may be SOL for this installation
option right now.
