I created some new packages for software I wanted to play with on my system:
rsynth-2.0 A public domain phoneme based text to speech system.
beep-1.0 A pronunciation dictionary for British English.
cmudict-0.6 A 100k-word pronunciation dictionary for American English.

Rather than just committing the packages, I am submitting this pr to allow
for feedback and the possibility of someone else testing these first if they
get the chance. I have only tested them so far on an i386 -current system.
If the package maintainers would like me to proceed and commit these
packages, you can assign the pr to me and I'll go ahead with it.
The rsynth package can take some /etc/mk.conf options:

I installed all three of these packages in the pkgsrc/audio directory
in my tree, even though only the dictionaries are not audio tools by themselves.
I did not attempt to fix or repair problems with the original rsynth system itself.
