non-executable shell scripts.

cd /usr/src; make regression-tests

i dunno. probably either of these two would work, although the second
one will probably break more than it fixes. :)
1) make them executable
cd src/regress/sys/kern/execve/tests
chmod +x *
chmod -x goodaout.c
2) make *everything* executable (tee hee)
