Another thing you could do (which is a bit more work though, but might
prove even more effective), is to optimize out "cancelled" capabilities,
the ones that are written
hn|2621-nl:ks@:ke@:tc=2621:
You can remove the :ks@ and the ks= or ks# that follows later. Similarly
for replaced capabilities you can strip out the unused definitions that
are included by the tc=.
