Running ipf -E when ipf is already enabled gives the error message
"SIOCFRENB: Device busy", which is confusing.

[etc 7 ]# ipf -E
SIOCFRENB: Device busy

change ipf to ignore EBUSY?
print a message saying ipf is already enabled?
change the ioctl not to return EBUSY in this case?
