On a system that was not previously configured for 'domestic' or 'crypto-us',
setting CRYPTOBASE=crypto-us causes a make build to fail. Specifically, the
programs in $CRYPTOBASE/usr.bin and $CRYPTOBASE/usr.sbin are not compiled and
installed before they are used in the build process. Similarly, libcrypt
(and possibly others) are not built and installed before they are needed.

Set CRYPTOBASE to point to crypto-us, and attempt to rebuild world on a system
not previously running any particular crypto. (compile_et, mk_cmds, etc not
installed).
