If /etc/ttys is configured for init to start tty's on extra tty's
(such as ttyE0-E4) and those tty's aren't available (i.e. wsconscfg hasn't
been run), then init appears to start a getty for each (still) but on
/dev/console, leading to difficulties logging in on the console. The user
doesn't expect this behaviour, rather, if the tty isn't available that
init would send an error message and retry it again some time later (and
perhaps this interval would be configurable)
