	attempting to bring up V6 on a rl interface doesn't work.

	boot system with INET6 and an ethernet connection through rl0
	bring up interface
	try to ping6 the link-local address.

	run tcpdump.  notice that ipv6 starts working because the
	interface is in promiscuous mode.

	whacking the driver to listen to all multicasts is an ok
	workaround, but..
