When you install a 1.4.1 system using sysinst, you get a system where
`newaliases' needs to be run by hand in order to make sendmail happy.

This appears to have the bizarre side effect that when send-pr invokes sendmail,
it gets a wierd exit status that it warns the user about.  However, if I'm
not overly confused, it sends the problem report in spite of the message
that leaves the user with the impression that it failed.  This can lead
to the user running newaliases, then sending the pr again, which can lead
to duplicated pr's.

One good solution might be to enable autorebuild of the aliases file in
the default sendmail config, unless there's some known good reason not
to do this.
