I don't think this is a bug; at least the above example isn't. The %c
format
specifier says print the locale's appropriate date and time
represtentation.
That is just what it did. I think that you wanted %y or %Y. See
strftime(3).
$ date "+%y%m%d %H%M"
991220 2041
