Telnet from NT workstation to netbsd box does not work using
the telnet supplied with tcl with expect for nt

The connection is made and the login prompt displayed but the
connection does not accept input.
Note:
The same case works to a FreeBSD system, a sun sparc and a
cisco 7200.

>How-To-Repeat:
Install TCL /w expect for NT see URL above on an NT 4.0 workstation.
Connect the netBSD workstation and the NT workstation over the same
shared ethernet.
Run the telnet supplied with the TCL to connect to the netBDS system.
The login prompt is displayed but one cannot log in and no input
from the window is seen.
