Because NetBSD lacks of many national language support (locale's are missing)
the use of Tcl/Tk higher than 8.0.x version is not possible (national characters
just replaced with incorrect latin ones).

Install Tcl/Tk from packages.

Indeed, there should be two different packages for Tcl an Tk: Tcl/Tk 8.0.x and
Tcl/Tk 8.3.x (or higher).
