Xemacs is unable to find the packages chosen for installation under "Options - Manage Packages - List and Install"
Xemacs tries to download the package then returns "unable to find file <filename>"
>How-To-Repeat:
	Run Xemacs as root
	Options - Manage Packages - Add Download Site - xemacs.org
	Options - Manage Packages - Update Package Index
	Select OK for Dialog Box
	Options - Manage Packages - List and Install
	Select Any package (eg. auctex)
	Type 'x' to start installation, 'y' to accept
	Xemacs returns "Unable to find file auctex-1.16-pkg.tar.gz"
