Libtool should not.  I have explicitly noted this no less than two dozen
times.  If it still is using file(1), it WILL be fixed.

bsd.pkg.mk shouldn't, but it can actually become a bit smarter with improved
output from file(1).  For the NetBSD case, bsd.pkg.mk can also be fixed not
to use file(1).
