There should be a PDF version of the INSTALL notes.  The lack of PDF is particularly bad on macppc, where the .txt and .more files lack important formatting information, ghostscript and postscript printers are uncommon, and the default web browser (internet explorer) chokes on the .html file (see PR install/13532).

include a ps to pdf converter into the procedure for building the INSTALL docs (though personally, I'd rather write the docs in LaTeX, but that's a lot of work to convert everything).
