PR pkg/15527 mentioned that DGA was disabled for NetBSD under SDL.
PR pkg/15529 requested that SDL be upgraded to the latest version.

To save you the trouble of doing these by hand, I have created a tar
file which contains a new devel/SDL for pkgsrc that fixes both of
these problems.

I have tested it out, and it seems to work well.
