tv's MI config changes checked in 2002/02/27 don't quite work for
libstdc++, which is still looking in libiberty/arch/<machine> for
config.h.
During a build, nbmkdep is run with
* -I.../libstdc++/../libiberty/arch/i386
but not
* -I.../libstdc++/../libiberty
resulting in the error
* .../libstdc++/../../dist/toolchain/libiberty/strerror.c:8: config.h: No such file or directory
