There are no tools provided with the NetBSD OS to create
ext2fs file systems. We have at least one port (netwinder)
which requires ext2fs, as the firmware loads kernels from
an ext2fs.
We must have in-tree tools for creating ext2fs file systems,
otherwise we cannot provide real working installation tools
for that port.
