As arch/powerpc/include/ibm4xx/cpu.h is not installed by 'make includes',
build of libc stops.

(I'm cross-building walnut on NetBSD/i386)
# ./build.sh -m walnut -D xxxx -R yyyy
>Fix:
Adding cpu.h in arch/powerpc/include/ibm4xx/Makefile helped my
cross-building of walnut to complete.
