The distfile wanted by the mailman pkg does not exist anywhere.
Initially I thought this might be one of those "import the
package only to find that the maintainers have deleted the
distfile and replaced it with a newer one the next day" events
that happen every now and then (especially as there have been
reports of a security problem in mailman recently).
But here, that doesn't seem to be the case. This looks to be
the initial version of mailman, its DISTNAME in the Makefile
is
DISTNAME= mailman-2.0.13
yet the distinfo file (imported at the same time) has information
for mailman-2.0.12
The 2.0.12 files exist (and all previous versions), I see no
sign of 2.0.13 anywhere.

By inspection. Or attempt to make (or just "make fetch") the
mailman package.

Assuming that there is no 2.0.13 anywhere yet, then s/13/12/
in the DISTNAME in Makefile.
Also, it would be nice if when the copyright doesn't prohibit
it, if the distfiles could be fetched to ftp.netbsd.org before
packages are imported/upgrqaded. Then we'd much more rarely
get the "distfile removed by maintainer" problem, as the copy
at ftp.netbsd.org would be there, whatever the maintainers do...
