MAXUSERS and maxusers aren't explained in config(8), config(9)
or options(4) man pages.
Search at netbsd.org doesn't easily find docs.
/usr/share/doc/smm/02.config/ is also empty. I think license is free
again.
Also no explanation of "maxusers 2 16 128" in new style config file --
what do the three parameters mean and when and how should it be changed

and also mention the appropriate sysctl's that are same.
The bsdi/config.n doc has good info but I don't know if it is applicable.
