The pkgsrc of proftpd (net/proftpd) does not have a rc.d script.
If you want to run it in standalone mode, you have to run it by hand,
create the rc.d script yourself, or run it in rc.local.
All of these, except the rc.d script, are quick hacks.
So i propose this rc.d script, that works very well.
