If you have /etc/cgd/cgd.conf, the cgd rc.d script will automatically
try to configure all your cgd devices; this has the effect of stopping the boot
with a password prompt.

This might be ok as default, since partitions that are necessary for booting
could be cgds, but it should be possible to turn that off.

Setting 'cgd=NO' in rc.conf does not work.

Configure a cgd, resulting in /etc/cgd/cgd.conf.
Reboot.
