when building the groff package on irix

the install fase breaks with missing pictures in the
work/groff/doc/img directory

the fix is to touch a few files with the names from the
work/groff/doc directory

i cannot seem to find out why the pictures aren't build
but i for one don't mind them to not exist.
i would also be content if the groff package was build
without the html directory (saves space on a small disc :-)
