Attempted to run make install in devel/subversion. This went on over to
subversion-base. That package appeared to build, and mostly install;
then, I saw:

unset LC_CTYPE appears to work around the immediate problem. I don't know
where LC_CTYPE is being set (I have never configured it that way on this
system, though it is correct for me).
