When using buildlink3, if the dependency is already installed, but
is an older version than required, the buildlink3 system will stop
with: "... is not installed; can't buildlink files."
I saw this problem with several packages on different machines
(some standard NetBSD with /usr/pkg and another with Linux and /usr).
In follow-up to my tech-pkg mails about this (where I provided
many details), wiz@ said he saw similar problem when
rebuilding gtk2 on a machine that had older atk/pango/glib2 than
the versions gtk2 wanted.

Install some package with buildlink3 while having a dependency
already installed but out-of-date.
You could repeat by manually changing the depends version to be some higher
version.
