I don't understand this statement, unless you are saying it "does not
*officially* support installation to /usr".
For the record (again): I have used LOCALBASE as /usr starting in
September 1992 and have used it on over 15 systems (including production
and everyday-use systems) for hundreds of packages. I have used
LOCALBASE=/usr under NetBSD and Linux.

The freeze is over. It was documented to end today.
As for this issue, the package already has patches forcing this -- they
just need to be done correctly.
Also the PR has a note from another user indicating they have same issue
on Irix box with native mntent.h.
Also, PR #24578 is very similar and mentions part of same problems.

Who makes that decision?
(Before I even started using LOCALBASE as /usr over 18 months ago, others
posted that they have also used pkgsrc the same.)
