When one does not have /dev populated, init creates an mfs for it,
and runs MAKEDEV in it.

However, it only creates the first 829 entries for me and then fails with
"out of inodes". For comparison, a completely populated /dev contains over
1400 entries.

I saw this on macppc, so I'm filing it in the port-macppc category, but
it could quite well be a generic bug.

Boot with not-populated /dev.
