I beleive that /rescue should also include the following commands, which are very useful for debugging and diagnostics:
chroot(8) - This would allow to mount any wanted root filesystem
and optionally change root to it, in order to execute more powerful
commands without a need to reboot.
vi(1) - Very useful to edit files when debugging a system :)
less(1) - How can we live without more(1) or less(1), when in console?
