When building kernel

Hi , 
when i build kernel i've got problem //
I'm using Compaq Prosignia 300 /P150,48Mb ram, SYM8XX SCSI controler, RTL8139 & PCNET net controles/

 I've got perfomance problem .
My network trafic is  5-18kb/s
My HDD can use speed up to 1.3 MB/s
but i cannot use this speed .. the machine with i try is after 1 hoop ,
