You all might be happier with the correct TERM setting, as per
wscons(4):

             In most applications, wscons in vt100 mode will work sufficiently
             as a VT220 emulator.  The wsvt25 or wsvt25m terminal type should
             be used with applications using NetBSD curses(3).

The /etc/ttys _should_ be using "wsvt25" on all platforms where
wscons(4) is supported, so indeed that's a bug, but it's probably a bug
in the source for /etc/ttys, not in the installer (i.e. not in sysinst).

IIRC the original PR was about vi and vim, not the shell command-line
editor (e.g. given the descriptions of problems with page-{up,down}),
but perhaps that's another part of the confusion here!  ;-)

That's bad advice.  Two wrongs don't make a right.

The only really correct terminal type for wscons(4) screens is "wsvt25".
