I think the proper place to remove the FCS is in the driver, so that
bpf(4) doesn't contain knowledge of the various link-layers (DLT_EN10MB,
DLT_IEEE802_11).

Apparently, on many NICs, the FCS is present whenever promiscuous mode
is enabled.  Since most bpf(4) packet capture programs enable promiscuous
mode, they help expose the driver's mistake.
