Synopsis: remove "bugs" section of this man page

State-Changed-Why:
There is nothing wrong with having the bugs section. The hypothesis
that the submitter came to isn't correct either -- I wrote the program
long after the era of "rand()". The utility is fine as it is, and the BUGS
section will warn people away from assuming that shuffle(1) can be used
for things where a cryptographic generator would be needed. (As
Christian noted, it is just a little utility for shuffling your mp3
playlist and such.)
