  (should fix build problems w/o COMPAT_16 reported by Markus W Kilbinger
   per PR port-mips/29041 and by Havard Eidnes)
 -further shuffle COMPAT_* conditionals to allow COMPAT_ULTRIX
  w/o COMPAT_16
