I have a 1.6.2 laptop with ex and tqphy. Neither the 1.6.2 nor the 2.0
GENERIC_LAPTOP kernel exhibits the problem (1.6.2 userland in both cases).

I did not change /dev or anything else apart from replacing /netbsd and
 rebooting.

For reference, the NetBSD 2.99.12 machines where I can reproduce the problem
all have the same kernel, and the following interfaces:

Manuel -- what userland, and what exact ex and phy do you have on the
1.6.2 machine that has the problem?
