	src/share/zoneinfo tries to install stuff to
	  /usr/share/zoneinfo/America/Argentina
	but it isn't in etc/mtree/NetBSD.dist

	The naming scheme seems to be an update on previous style
	but what about, say, Brazil which didn't get the same
	treatment.  Is this a future trend in tzcode?
