Synopsis: USB keyboards don't provide autorepeat on netbsd/i386

Not having auto repeat was a design decision, so it's not a bug.
I don't think it belongs in the driver; the reason it's there in raw
mode is to make it compatible with the old keyboards when used as console.

But if enough people think this belongs in the driver I'm willing to
apply the patch, but I'd like to know that this is the consensus first.
So I'm closing this PR for now.
