 Pull up revision 1.3 (requested by riz in ticket #1538):
 There was a change from usecs to nsecs between ntpd 4.1.1 and 4.2.0 -
 take this into account correctly.  From ntp-current via Brian Buhrow
 in PR#29685.  Approved by christos.
