I've fixed this on the trunk as suggested and had it pulled up to the
netbsd-2 and netbsd-3 release branches. Can I call this resolved?

Also, your concerns about dependencies on GCC in the system headers
are being shared, and as a matter of fact we're all for improving
the situation. Can you drop a line on tech-toolchain about your
suggestions, in particular about __RENAME()?
