kern/31165 is a duplicate of kern/31164 which I re-sent because it never
showed up on the netbsd-bugs list.

GNATS seems a bit messed up ATM - both of the PRs did not arrive on
netbsd-bugs until now, nor did I get any confirmation mail.

Please close the PR.
