afmtodit does not build whereas addftinfo, hpftodit, indxbib etc. do.

The problem seems to be located in the file /usr/src/gnu/usr.bin/groff/src/utils/Makefile in which the subdir afmtodit is commented out. (Alas I am not an expert, so I can't submit a patch.)
