afmtodit is not built by purpose -- if you found the Makefile,
you probably also found the comment above it:
# Perl script
# SUBDIR+=      afmtodit

NetBSD doesn't come with perl in the base system, so we don't install
the perl script either.

Use pkgsrc/textproc/groff if you need afmtodit.
