I find that using '-x' ntpd never synchronizes.

>How-To-Repeat:
1. ntpdate 'server'
2. wait 1min
3. ntpdate 'server' --- verify step is ~0
4. ntpd -gx

ntpd on my system configured an unreasonably high pps (in the hundreds on an
Alpha where it is usually <10pps), and in a day the clock accumulated 8 seconds
of error.  I repeated 1 - 4, and the next day the clock had grown back to 8
seconds of error.  Removing -x ('ntpd -g') made the clock stay synchronized.
