Perhaps my use of cgd and nullfs mounts is relevant.

/ is a small ffs partition.
/cgd1a is a large cgd partition
Several top-level directories are nullfs mounts, including:
/cgd1a/etc on /etc type null
/cgd1a/var on /var type null
/cgd1a/usr on /usr type null
