What documentation specifically are you looking for? You mention that
only about four programs are documented in /usr/share/doc. Well,
that's because man pages are the main documentation for the
programs--if you're looking for documentation on the programs that
come with NetBSD, the man pages are where you should look first. I
don't see "look at the man pages" as a cop-out at all. man pages
aren't a replacement for good documentation, they _are_ good
documentation.

And as an aside, /usr/share/doc has info on more than just four
programs.

You also mention web-based documentation... what specifically are you
talking about? There's certainly plenty of unofficial how-to type
documentation on the web written by random NetBSD users, but I don't
see why that should be included with NetBSD.
