Are you sure you gave the exact same parameters to both calls to build.sh?
Did you first build a complete toolset by using build.sh's "'tools' command?
(I don't see this step in your examples, but I can't understand how the
system built fine without them, though.)

Also please retry with sources from HEAD.  The netbsd-4 branch is dead and
will be regenerated from current sources soon as was recently announced.
