Right now, hier(7) just says
HISTORY
A hier manual page appeared in Version 7 AT&T UNIX.
but it would be nice for it to also contain some discussion of the
origin and history of the various parts of the hierarchy, too.
(Especially the more obscurely named parts, like /usr/mdec.)

I'm not enough of an old-timer to know this stuff in detail; I'm
creating this PR partly in the hopes that people who do know will
